Police said on Thursday they had made three arrests after people bought milk powder online that was never delivered.
Eight women reported losses amounting to HK$650,000 between them, with one woman alone saying she had been conned out of HK$380,000.
Two men and a woman were arrested at a flat in Wong Tai Sin on suspicion of obtaining property by deception.
Computers, mobile phones and bank documents were seized from the flat.
Detectives said the women responded to posts on an internet forum where someone posing as a nurse offered milk powder for sale at below market price.
