Legco President Andrew Leung said on Thursday that all lawmakers will be allowed to view surveillance footage of Ted Hui snatching a government official's phone, as a pro-government legislator alleged that the lawmaker's action was an insult to women.
Federation of Trade Unions lawmaker Alice Mak, who spoke after viewing the footage at the Legco Commission session held to consider the matter, said that Hui's action was "unacceptable".
"The honourable Hui has done something that I think is very unacceptable. Males should not do such a thing to a female, so I think it is an insult to a woman", she said.
Mak also called on Legco president Leung, who also heads the commission, to seek legal advice on whether the footage can be released to the public.
Speaking later, Leung said the commission will host an extended closed-door meeting on Friday afternoon over the issue and would invite all lawmakers to see the footage of what happened.
He also said members of the commission unanimously agreed to issue a strong condemnation letter to Hui over the incident. He said Hui's action was "a shame to Legco".
Leung said transport political assistant Mark Fu and Democratic Party chairman Wu Chi-wai were also seen in the recording.
Pro-government lawmakers said they were studying how to change Legco's rules to deal with misconduct by lawmakers. They say requiring two-thirds of Legco to pass a censure motion may be too high a threshold.
