Innovation and Technology Secretary Nicholas Yang says collaborating with the mainland is not about tapping funds, but playing to our shared strengths.
Mr Yang says Hong Kong has the advantage of being an international city, while Shenzhen’s edge lies in its industrial base.
He said both centres can cooperate on innovative technology studies and on production.
Mr Yang sought to allay critics' concerns that the mainland might funnel money to researchers who are seen as "patriotic" - and said "patriotism" is NOT a requirement for obtaining financing.
