The Financial Secretary Paul Chan said on Saturday the first batch of residents eligible for the government's cash handouts of up to HK$4,000 can receive the money as early as April 2019.

The government announced last month that adults who were completely left out of the relief packages in the budget will be eligible to receive the full payment, but even those who benefited can apply for a top-up payment.

Chan said applications for the handouts would start in February next year. He described the administrative cost of HK$300 million as reasonable.
