Transport Commissioner Mable Chan says her department has asked the operator of the Western Harbour Tunnel to come up with improvement measures for its monitoring and response mechanisms, following a deadly accident that happened within its traffic surveillance zone.

A double-decker bus rammed into the back of a broken down truck on the West Kowloon Highway on Monday, killing both drivers and injuring 16 other people.

The tunnel operator has come under fire since it emerged that the truck broke down more than an hour before the accident happened, but was left where it was – in the middle lane of the highway.

Chan said the Transport Department has contacted the tunnel operator over the incident.

"We have already written to the company to ask them to conduct an investigation, and to provide information and a report to us," Chan said.

"We will then follow up with the company based on their information and the report submitted. If there are any particularly areas where we think they need to improve, we will follow up with them seriously and as soon as possible."
