Democratic Party lawmaker Ted Hui has been accused of snatching a mobile phone from a Security Bureau official in the Legislative Council, running off with it into a men's toilet.
The bureau said the female officer's mobile was grabbed on Tuesday morning while she was at the council to attend a meeting of the bills committee looking at proposed legislation for the West Kowloon high-speed rail terminus.
The officer was said to have been "frightened" by the incident, but no police report had been filed.
Hui later said the phone he got hold of contained a lot of personal information on lawmakers and he suspects there has been a breach of the privacy ordinance.
The legislator later returned the phone to the officer.
Business and Professional Alliance lawmaker Priscilla Leung said it was highly likely that Hui had committed a criminal offence by snatching the phone. She said he should make a sincere apology to the public.
"This is definitely a behaviour and an act that is totally unacceptable by law, and by the public, and by legislators ourselves," Leung said.
