Demosisto and the pro-independence group Studentlocalism on Sunday evening urged people to surround Legco to show their determination to stop lawmakers from passing changes to extradition laws.
The call came as a massive crowd of people rallied outside the legislature following a protest march from Victoria Park.
Demosisto called on protesters to stage a sit-in on Tim Mei Avenue outside Legco until Chief Executive Carrie Lam and her government respond to the demands of protesters.
Studentlocalism, meanwhile, said civil disobedience was now the only option left to fight the "evil law". In a Facebook post, the activists said they couldn't rule out escalating their protest action.
Police have only given permission for the rally at Legco to continue until midnight.
On Wednesday, the extradition bill is due to have its second reading at the full council.
