Chief Secretary Matthew Cheung says civil servants can join an anti-extradition bill rally on Friday evening as long as it's in their free time and in a "personal capacity”.
But he says they should not do anything to oppose the administration in the name of the Civil Service, as this could wrongly give the impression that there are differences between the government and its staff.
Cheung's comment comes after the government issued a “solemn statement” on Thursday warning civil servants of repercussions if they fail to remain neutral and "totally loyal" to Chief Executive Carrie Lam.
Police have approved an application by a civil servant to hold a rally between 7pm and 9pm on Friday at Chater Garden in Central.
Cheung was speaking at Queen Mary Hospital where he's seeking treatment for a small cyst that was found in his nose during a regular check-up.
He said his work has not been affected in any way by the medical issue.
He added that his condition is not serious and the treatment he is undergoing is to prevent the problem from worsening.
On Thursday, members of RTHK's programme staff union – many of them civil servants – voted to join the rally on Friday night, as well as a strike called for Monday.
