The new chairman of the M+ Museum board, Bernard Chan, said while some artists previously expressed worries about the national security law, things have improved over time and it's no longer an issue.
He noted that in the past, some artists had expressed concern after questions were raised as to whether their work might have breached the security law.
Chan also said he disagrees with suggestions that the law is vague.
"I don't think you need to worry if you don't have any intention to violate the law," he said on RTHK's NSL Chronicles programme.
"For myself I think the NSL is clear, you either violate it or you don't."
Chan said so long as people don't step on "red lines" such as promoting Hong Kong independence, there's still a lot of room for people to freely express themselves with their art work.
The full programme was broadcast on RTHK's TV31 on Saturday morning.
