DAB lawmaker Elizabeth Quat says she might consider tabling a private member's bill to introduce laws on voyeurism, if the government cannot in a timely manner.

This comes after a recent court ruling that prosecutors cannot to use laws governing the dishonest use of a computer against suspects accused of taking upskirt photos.

Earlier the Security Secretary, John Lee, said legislation work could only begin after the Law Reform Commission finishes a public consultation on the matter.

But Quat says the situation is urgent: "To date, there is no one single law that can handle this problem. Upskirting, photo-taking especially in private places, it is a very serious problem."

She said she is concerned that many people may think they will be able to take upskirt photos with impunity because it's not covered by the law.

"I think that the government should not wait but should, in parallel, start drafting a law to pinpoint this urgent situation."
