Pro-democracy lawmaker Kenneth Leung says there is no need for Legco to introduce additional rules to deal with unruly legislators.

The chairman of the council’s Committee on Rules of Procedure, Paul Tse, has said lawmakers will be consulted on whether the council should adopt practices seen in some foreign legislatures.

Leung, who is the vice-chairman of the committee and represents the accountancy sector, said Legco was not a fully democratically-elected entity so the comparison was not valid.

"I think we've got a very functioning system and I do not see any reason why there should be more rules and changes because we are not a primary school here," he said. "We're not talking about school rules to regulate behaviour of legislators."

But Leung said lawmakers should behave in a dignified manner and there should be protocol.

Leung also said if additional rules were introduced, they would stifle lawmakers’ freedom of speech.
