Around 200 people joined a protest march from Causeway Bay to Central on Sunday, calling on the Agriculture, Fisheries and Conservation Department to change the way it manages stray animals.
They accused it of being inhumane by catching and putting to sleep strays and called on it to neuter the animals instead.
The march was organised by Patrick Cheung, from the group Zero Animal Abuse, who said that in the past year the government had killed 6,366 animals.
He said animals should only be killed if they posed a threat to public safety.
