The Privacy Commissioner for Personal Data says he has received more than 50 complaints of online bullying and disclosure of personal data – a practice known as "doxxing" – on people who hold different views on "social issues".

The commissioner, Stephen Wong, did not specify which social issues were involved, but his comments come at a time of fevered debate and mass protest over proposed changes to the extradition laws that would allow for fugitives to be sent to all jurisdictions, including the mainland.

Mr Wong said “Freedom of speech, free flow of information and protection of personal data privacy, which is unique and plays an irreplaceable role, has long been protected by the laws of Hong Kong (including the Basic Law).

"However, these fundamental rights are not absolute rights.They are subject to legal restrictions.Among the important considerations are the reputation and privacy of others, public order and national security.

Mr Wong said he was working with law enforcement to look into the complaints.
