The Transport and Housing Bureau said on Friday that police have set up a review committee to look into the guidelines on pursuing vehicles.
The issue has been in the spotlight after a fatal car accident in Fanling last month in which police trying to stop a speeding car ordered several other vehicles to slow down.
Footage of the incident that went viral on social media showed the car crashing into three others during a chase on the Fanling Highway.
The driver of the speeding car and a passenger died after they crashed into several vehicles. Four other people were injured.
The police said after the incident that slowing other vehicles was the right thing to do, sparking a public outcry, with some accusing the police of using civilians as a 'human roadblock' to stop the speeding car.
In a letter to the Legislative Council's Panel on Security, the Transport and Housing Bureau added that police are investigating the incident, and will also submit a report to the coroner.
