Police said on Sunday evening that officers were forced to fire pepper spray after five to six masked men tried to occupy Harcourt Road in Admiralty.
Police superintendent Kong Wing-cheung said that shortly before the incident by Admiralty Centre, the force spotted a message online calling on people to occupy major roads in the Admiralty area.
Kong urged people outside Legco to leave peacefully, to make space for protesters yet to arrive there.
Earlier in the day, there were scuffles when protesters tried to leave the road lanes the police had set aside for protesters during the march.
One member of the League of Social Democrats was arrested for trying to move onto the empty lanes of Hennessy Road.
