Paul Chan Waxes Lyrical On HK's Fertile Soil

The Financial Secretary says the outlook for Hong Kong this year is uncertain, and that it's a "critical stage" with both danger and opportunities.
Writing on his blog, Paul Chan said he's chosen light green for the cover of his budget speech to be delivered on Wednesday.
He explained that it symbolises that Hong Kong is like a fertile soil, but people still need to sow, irrigate and work hard to have a good harvest.
He noted that he has already responded to proposals put forward by different citizens and sectors in the budget.
Chan had earlier said that Chan also he hoped people will see his maiden budget as a “pragmatic” financial blueprint that reflects social needs and prepares Hong Kong for long-term challenges.
