Any organisation that doesn't abide by the law or obey a lawful demand for information by national security police can't claim to be a member of civil society, Chief Executive Carrie Lam said on Tuesday.

Lam was referring to June 4 vigil organisers, the Hong Kong Alliance in Support of Patriotic Democratic Movements in China, which police allege could be a "foreign agent".

The group earlier announced that it would not be giving national security officers information on its finances and operations as instructed.

At a media briefing before Tuesday's Executive Council meeting, the CE said some people had suggested that the alliance doesn't need to obey the law because it's part of civil society, but this is a completely "wrong concept".

"Anyone who publicly and openly states that he or she won't follow the law, I think he or she can't claim themselves as a group of the civil society," Lam said.

She also said the fallacy that people can "achieve justice by violating the law" has led to many young people committing offences.
