For the first time in a long time there were no protest placards and slogans as the chief executive delivered the annual Policy Address, and with the lack of drama it seemed some officials and lawmakers struggled to pay attention.

Erick Tsang, who attended the policy speech on Wednesday for the first time as secretary for constitutional and mainland affairs, kept dozing off as his boss was revealing her blueprint for the coming year.

Despite the address boasting dozens of new measures, Health Secretary Sophia Chan couldn't keep her eyes open either.

Business and Professionals Alliance lawmaker, Christopher Cheung, meanwhile, received a message informing him that his HK$9,600 worth of hairy crabs were ready to be collected.

The vendor wanted to know whether Cheung was going to pay by cheque or cash. It wasn't clear from footage from the chamber what Cheung's preferred payment method was, but he replied that his driver would be round to collect the goods in the afternoon.

Presumably with no crabs of his own to sort out, catering sector lawmaker Tommy Cheung decided to join those having a nap.

The DAB's Vincent Cheng was busy practising how to twirl a pen, while executive councillor and New People's Party lawmaker Regina Ip was on her WhatsApp, checking out a photo of a fast asleep Tsang.

It wasn't clear whether or not Chief Executive Carrie Lam noticed she was failing to hold her audience's attention. Only on Tuesday she had said that Legco is a much more sensible place now the opposition lawmakers are gone.
