  • Legco votes overwhelmingly against CSSA changes

In an unusual display of unity, lawmakers across party lines passed a non-binding motion on Thursday urging the government to shelve its controversial move to tighten the age at which elderly people can receive welfare payments.

The motion moved by pro-democracy social welfare sector legislator Shiu Ka-chun received widespread support in both the geographical and functional constituencies.

A total of 51 councillors voted for the motion, two against and four abstained.

Among other things, the motion also calls for the government to review the comprehensive social security assistance (CSSA) scheme.

The Carrie Lam administration has angered councillors, including those in the pro-government camp, when she shifted the blame to legislators, saying it was they who had approved the plan to increase the minimum age requirement for elderly CSSA payments from 60 to 65 as part of the last budget.

But the Secretary for Labour and Welfare, Law Chi-kwong, ruled out any changes, saying there is no room to withdraw the policy. He said, however, that the administration will continue listening to public opinion.

The Labour Party’s Fernando Cheung said the minister’s response was disappointing.

"We are angered, we feel infuriated by Law’s response, which is totally irresponsible, and ignored Legco’s unanimous decision. Although it’s not a legally binding motion, it’s loud and clear," he said.

"Suspend this terrible, draconian measure which will further limit the income maintenance programme for the elderly population in Hong Kong."

Cheung said he will invite all 51 lawmakers who supported the motion to sign a letter requesting a meeting with the Chief Executive Carrie Lam to discuss the issue.
