The legislature's legal services panel on Monday voted down a motion of no confidence in the Secretary for Justice, Teresa Cheng.

Cheng appeared before the panel to discuss the Department of Justice's prosecution policies.

She elaborated on when the DOJ seeks outside legal advice, and why it seldom gives reasons for not initiating a prosecution.

Legco's pan-democrats had been hoping to grill Cheng on the decision not to prosecute former Chief Executive CY Leung, over undeclared payments he received from Australian firm UGL.

But Cheng said it would be inappropriate to discuss individual cases.

Civic Party leader Alvin Yeung said the SJ didn't say anything new.
