Hong Kong's daily Covid infections have continued to edge down, with health officials reporting 6,260 new cases on Monday.
174 of the infections were imported.
More than 2,600 Covid patients are now being treated in public hospitals, including 17 in intensive care.
Ten more coronavirus patients have died, involving people aged between 55 and 93.
A chief manager at the Hospital Authority, Gladys Kwan, said authorities are closely monitoring the Covid trend to decide whether to resume more non-emergency services.
"We have observed that in the past few days, in terms of number of hospital admissions, and also the bed occupancy rates as well as infection rates of our colleagues, there's a downward trend," she said.
"Of course we will keep monitoring the situation. In terms of the medical needs of non-Covid patients, especially non-urgent operations or check-ups... we're already re-adjusting these services."
