An alliance of concern groups has given Chief Executive Carrie Lam an F in all areas of governance, as they issued a report card for her work since becoming Hong Kong's leader almost two years ago.

The alliance of 13 groups on Friday accused Lam of failing to improving people's lives, with queues for public housing getting longer, and scant support for poor elderly people and underprivileged families.

The groups also gave F grades for Lam for her poor performance on labour rights, medical services and welfare, saying she's done nothing on standard working hours or bringing in universal pensions.

The groups accused Lam of spending most of her time on "political missions" – such as the Lantau Tomorrow reclamation scheme, the extradition bill and the national anthem law.

Naomi Ho, from the Alliance for Children Development Rights, said not only did Lam fail to fulfill her election pledges of connecting with people, especially youngsters, she's actually driven people onto the streets.

"She didn't do anything to connect [with] young people," she said.

Ho said many youngsters had joined the recent protests to air their voices, but they have largely been ignored by officials.

She told RTHK's Phoebe Ng that Lam hasn't responded to the demands of the people, and has "remained stubborn" by repeatedly stating that work on the bill has stopped, even though it has not been withdrawn.
