IT sector lawmaker Charles Mok says the Greater Bay Area (GBA) development plan, which was unveiled last month, could be a barrier to Hong Kong reaching the highest standards of innovation, and called on the SAR to set its sights higher.

Speaking on RTHK's Letter to Hong Kong, Mok said the plan could even result in Hong Kong having a more restricted internet access.

The GBA blueprint aims to link Hong Kong and Macau with nine cities in Guangdong into a "world-class city-cluster", and covers a variety of areas – from the background of proposals for an innovation and technology hub to ecological conservation.

The project document includes a medium-term plan, which stretches to 2022, while the long-term vision is geared towards 2035.

Mok questioned the underlying benefit to the SAR.

"With the proposed integration in the Greater Bay Area, will we be moving in the wrong direction - toward more government control of internet content and even censorship?" Mok said.

He also said Hong Kong should aim for better than "just another Chinese city".

"The world deserves Hong Kong as an innovative international city to the highest global standards," Mok said. "So do the people of Hong Kong."
