The Health Secretary Sophia Chan on Friday responded to a planned protest by medical staff by saying she is confident doctors and nurses will continue to be committed to their work and will make serving the public their top priority.
Medical staff are to hold an anti-extradition bill rally at Edinburgh Place from 6pm on Friday, and police have given their permission for the protest.
Chan said she hoped participants would express their views in a peaceful and rational manner.
She also urged medical workers to "stay united during this difficult time".
Organisers have urged participants to wear their medical gowns or uniforms at the rally.
Civil servants are also planning to protest on Friday night over the political crisis sparked by the now-suspended law changes that would allow the extradition of Hong Kong people to the mainland for the first time.
