Concern groups are calling for a fenced-off section of the Central harbourfront to be opened up to the public ahead of this week's International Dragon Boat Races.

A 150-metre site, which would be a good spot for spectators, is closed off because the government plans to hand it over to the PLA for their use.

But the matter is now before the courts, after a judicial review was filed to keep the space open for public use. The site is currently fenced off, with the government saying that it's not suitable to open it before its planned handover to the PLA.

Paul Zimmerman from the group Designing Hong Kong, which is involved in the legal bid to keep it open, said there was no reason to keep the public away from the site as there is nothing there that could be damaged.

Zimmerman also said when the government announced the site would be handed over to the PLA, they had promised that it will still be accessible to the public.

He told RTHK's Richard Pyne that now is a good time for the local and PLA officials to prove their promise is genuine.

The three-day Dragon Boat Carnival starts on Friday.
