Police on Tuesday said they had arrested a doctor on suspicion of providing exemption certificates for the government's vaccine pass without holding medical consultations.
The man, 65, was being detained pending further investigation.
Officers said the doctor, who works at a clinic on Lai Chi Kok Road, was suspected of issuing 3,196 such certificates from February to May.
Police said they seized patient records, a computer and HK$56,000 in cash when they raided the clinic on Tuesday morning.
The exemption certificates allow people to enter places covered by the vaccine pass even if they have not been fully inoculated against Covid-19.
