Former Hong Kong Chief Executive CY Leung has blamed opposition lawmakers for Beijing's decision to enact national security laws on Hong Kong's behalf.

In a video interview with mainland media, Leung, who is a vice-chairman of the mainland's top advisory body, said the pan-democrats had done whatever they could to stop national security legislation from being enacted.

"Hong Kong will not be able to plug the loophole by way of protecting national security," he said.

"This is why the central authorities, or in this case the National People's Congress, have stepped in."

Leung also cited recent filibustering attempts by the pan-democrats to delay the national anthem bill as an example of obstruction in Legco.
