Customs officers said on Friday that they had seized suspected illicit cigarettes worth HK$4.8 million hidden inside portable toilets.
The 54-year-old driver of the truck which was carrying the 1.8 million sticks was arrested.
Customs' land boundary commander Brian Chan said the driver had declared at the border that he was transporting nine mobile toilets from the mainland.
But an X-ray inspection showed there was a density difference in two of the portable units.
“The syndicate used the two empty mobile toilets [to hide the cigarettes],” said Chan.
He said the department has stepped up monitoring as it expects more cigarettes to be smuggled into the SAR ahead of the Lunar New Year holidays.
