  • Carrie Lam backs Community Care Fund plan

The Chief Executive Carrie Lam says the Community Care Fund will study ways to help low-income households who are not entitled to government subsidies outlined in last week's budget, echoing comments made on Saturday by the Financial Secretary Paul Chan.

Lam said she had listened to these people and that Chan had come up with ways to help them.

"He did acknowledge that there will be some gaps and that's why, in his budget speech, he said he would use the Community Care Fund mechanism to devise a scheme to expand the coverage," she said.

Earlier, the Labour and Welfare Secretary, Law Chi-kwong, had said measures to be rolled out under the Community Care Fund would use money from the government's coffers, rather than the fund's reserves.

He said the care fund would come up with plans to help the so-called "N-nothing" group who fall outside of the social security safety net, adding they will not be exactly the same as previous measures which were suspended a year ago.
