Anthem Law Proposals Harm Freedom Of Speech: HRW

Human Rights Watch (HRW) on Tuesday warned that the government's proposals for the city's planned law to outlaw disrespect for the national anthem would violate freedom of speech.
The group said international human rights law allows restrictions on speech to protect national security or public order, but only when absolutely necessary, and strictly in proportion to the relevant risks.
HRW said the suggestions put forward by the government last week do not fall under these criteria.
In a paper for Legco that lawmakers are to discuss this week, the government suggests that anyone who alters or distorts the anthem, or uses it on an inappropriate occasion, should face a fine of up to HK$50,000 or three years in prison.
The campaign group also accused Chief Executive Carrie Lam of failing to acknowledge people's concerns that the planned legislation is an attempt to force them to express their political loyalty to Beijing.
The government has said there is no need to carry out a public consultation on the proposed legislation.
