A proposal to reform the State Council has not included plans to merge the Taiwan Affairs Office with the Hong Kong and Macau Affairs Office.

There had been reports that Premier Li Keqiang would call for the two offices to be combined in order to consolidate efforts to fight pro-independence ideologies.

But that was not included in Premier Li's suggested reforms.

A Taiwan delegate to the NPC, Zhang Xiong, welcomed the status quo, saying that the Taiwan situation is very different from Hong Kong and Macau which has already reunited with the mainland, and needs special attention.
