The Consumer Council said on Thursday that over 80 percent of sunscreen products it recently tested do not protect users as much as they claim, leaving people at risk of developing sunburn.
The watchdog said it tested 30 sunscreen lotions available in Hong Kong, of which 16 had a "SPF50+" label and were said to provide a very high level of protection from the sun's rays.
Having a high Sun Protection Factor (SPF) means products should be able to provide protection against UVB rays for longer, the council said.
But its study found that 25 of the lotions performed below their purported efficacy and failed to meet European standards in the watchdog's tests.
Only one of the 16 SPF50+ lotions passed the test and fully complied with EU regulations.
The watchdog said one product was labelled as having a protection value of SPF30, but actually only had a level of SPF9.8.
The council's spokeswoman, Nora Tam, said sunscreen producers are not providing sufficient product details on labels for customers to be able to make the right choices for them. She said the manufacturers need to make improvements.
