Police said on Thursday that they have arrested two men in connection with separate sieges of its headquarters on June 21 and June 26.
They said an 18-year-old bartender is accused of spraying paint on the wall of the complex, and a 25-year-old construction worker is alleged to have attacked a policeman on his way to work.
Acting Superintendent Lo Ka-chun said police were not ruling out further arrests.
Hundreds if not thousands of anti-extradition bill protesters besieged the headquarters twice last month, accusing police of using excessive force.
Protesters were accused of hurling eggs and spray-painting walls and surveillance cameras outside the complex, as well as blocking the entrances to the building, and shining laser pointers into officers' eyes.
