The government has said it's made good progress in improving local air quality, with the city's sulphur dioxide, nitrogen oxides, respirable and fine suspended particulates levels, falling by up to 11 percent in 2016, from the year before.

In its latest Emission Inventory for 2016, the Environmental Protection Department said its control measures for power plants, vessels and motor vehicles have proven effective in cleaning up the air.

It said it will continue to work with Guangdong authorities to further cut emissions in the near future.

But the chief executive officer of the Clean Air Network, Patrick Fung, said he and his organisation were not convinced that Hong Kong could reach its emissions target by 2020.
