The Consumer Council is urging the two supermarket chains to offer more discounts to the public, as their business has been booming during the pandemic.
ParknShop and Wellcome have announced cash coupons will be given to low-income households, as well as a multi-million dollar discount plan for the general public.
ParknShop also said it'll hold a lucky draw for cash vouchers after government rejected its proposal to offering discounts to all customers, saying it would be difficult to quantify how much money is being ploughed back into the society.
Despite this, the consumer watchdog isn't satisfied.
"When the business is up, they should be able to offer much more discount to the public for a certain period of time, like three to six months," said Gilly Wong, the council's chief executive.
Wong said discount schemes should be easy for consumers to understand, as they can't compare every single item.
