Ray Chan Files Private Case Over Legco 'assault'

People Power lawmaker Ray Chan has filed an application to launch a private prosecution against pro-Beijing rival Kwok Wai-keung over an alleged assault in Legco, saying the police are clearly not interested in taking action.

TV pictures had captured the moment when Kwok, from the Federation of Trade Unions, dragged Chan through a conference room and to the floor as the rival camps clashed during a struggle for control of a House Committee meeting on May 8.

Chan went to hospital and said doctors told him he had suffered a slipped disk as a result of the incident.

On Monday, the pro-democracy lawmaker said the police have taken no action in the two weeks since he filed a report to them, and this is no doubt because Kwok is from the pro-establishment camp.

"The case happened more than two weeks ago. The evidence is obvious. The police force has not taken any meaningful action," Chan said.

"We don't want to wait for more than six months and there's no action and no result. So we decided to continue the private prosecution process," he added.

Chan said he has submitted to the court his statement to the police and a video of the incident.

He also thanked people who donated money to help him raise HK$1 million in just a few hours via crowdfunding to pay for the court action.
