The Health Secretary, Sophia Chan, says people taking part in unlawful assemblies are increasing the risks of Covid-19 spreading.
Last Wednesday alone, the police arrested nearly 400 people, mostly involving protests against the proposed national anthem legislation being debated in Legco.
Chan wrote on her blog that if the gatherings cause major cluster infections, that would again have an impact on people's daily lives and would be a shock to the public medical system.
She added that protesters chanting independence slogans last week showed the necessity and urgency for a national security law.
