Four Yuen Long residents on Friday said they were submitting another application to hold a rally in Yuen Long this weekend but with an alternative route.
On Thursday, police had issued a letter of objection to an earlier applicant, effectively banning the march proposed for Saturday.
But the group behind the new application said they were worried that people may press ahead with the march even though police have denied permission.
So they proposed a different route from Yuen Long MTR Station to Long Ping MTR station, via Kau Yuk Road, which they said would make contact between the protesters and villagers less likely.
They said they expected around 50,000 people would attend and they would arrange 30 marshals for the march.
One of the residents, Lam Chun, said they don't want any conflicts between villagers and protesters and that is why they were submitting the new plan. But he said they are not confident that the police would grant them permission.
Max Chung, whose application for a protest march was rejected on Thursday, had said that he would be appealing against the police decision.
