The government late on Tuesday evening gazetted the easing of restrictions on two categories of mainland arrivals ahead of the midnight deadline, when they were scheduled to come into force. The gazetting, which brought the changes legally into effect, also extended general border curbs - imposed in February to help prevent the spread of the coronavirus - by another month to June 7.
Earlier on Tuesday the Health Secretary, Sophia Chan, said from Wednesday cross-border teachers and students, and people whose business activities are “beneficial to Hong Kong” would be allowed to enter Hong Kong without having to undergo 14 days of quarantine.
Although the exemptions came into effect at midnight, the application procedure will not be open until the Commerce and Economic Development Bureau has hammered out the details after consultations with the business sector.
