Chief Executive Carrie Lam on Wednesday failed to deliver her policy address in person in the Legislative Council following repeated disruptions from pan-democratic lawmakers.
The camp’s convenor, Tanya Chan, said all members acted together to block Lam from delivering her policy blueprint in the council, accusing the embattled leader of causing unrest that has gripped the city over four months, and of being unfit to rule.
Amid chaotic scenes in the Legco chamber, Chan held up a speaker and played the sounds of anti-government protesters screaming, saying Lam must see that "her hands are covered in blood".
Around a minute after the Chief Executive started delivering her policy address at around 11am, the meeting was adjourned after pan-democratic members continued chanting slogans, calling for Lam's resignation and condemning police brutality.
Chan and her pro-democracy colleague, Ray Chan, were ordered to leave the chamber within minutes of the session's start and were escorted out by security. As the slogan shouting continued, Legco president Andrew Leung adjourned the meeting.
The Chief Executive tried to continue delivering her policy blueprint when the meeting resumed after 20 minutes or so, but was again disrupted again when the pan-democratic camp chanted slogans and used a mini-projector to display the slogan “five demands, not one less” on to the wall behind Lam and Legco president.
Leung then ordered more lawmakers out of the chamber, but most refused to leave. He then conceded that the meeting could no longer continue and announced its adjournment, with the CE and her ministers quickly making their way out of the building.
Lam was heckled by lawmakers and some of them tried to rush at her but were blocked by security staff.
Shortly afterwards, the government's Information Services Department announced that Lam would deliver the policy address via video.
