The Fire Services Department said one person felt unwell from smoke inhalation and about 200 residents at Kwai Yue House in Kwai Chun Court were forced to leave their homes.
The blaze broke out at a unit on the fifth floor before 7am, and it was upgraded to a number three alarm about half an hour later.
A resident at the block, surnamed Chan, that she had heard sounds of three explosions, and that the fire alarm had only rung about five minutes following the incident.
A woman surnamed Tam said she lives on the floor in which the fire erupted, and the corridor was full of smoke when she tried to escape.
She said she had to wait for firefighters to rescue her.
Firefighters used two jets and two breathing apparatus teams to extinguish the blaze, which was eventually put out at about 8.30am.
