A new tunnel being built between Tseung Kwan O and Lam Tin will be the first in Hong Kong to have only automated toll collection, officials revealed on Monday, because there is no space to put any toll booths in.

The Tseung Kwan O - Lam Tin Tunnel is being built to take the pressure off the existing tunnel between Tseung Kwan O and Kwun Tong. Construction is expected to be completed in 2021.

The Transport Department is proposing a flat-fee of HK$3 for all vehicles, just like the existing tunnel.

In a paper submitted to Legco, the government has asked for an extra HK$330 million to build an automated, electronic system to collect tolls from drivers, so they won’t have to stop and pay.

In any case, officials say geographical restrictions mean toll booths can't be installed.

Drivers could stick a chip on their cars that can be detected by the new tunnel’s “radio frequency identification system”. They could then pay through a pre-registered account.

Any tunnel users who don't have this set up will have their number plates recorded and will be given seven days to pay the charge.

The government said it plans to roll out automated toll collection at other tunnels and roads with charges by 2024.
