The new Home Affairs Secretary, Caspar Tsui, on Sunday denied there was a divide between the government and the mostly pro-democracy District Councils, saying they are an important partner of the administration.
Many council meetings have been marred by government officials pulling out because they said controversial topics on the agenda were not appropriate.
In the latest case, the government axed Wednesday's meeting of the Central and Western District Council.
In a radio interview, Tsui likened district councils to playgrounds, where he said it was okay for members to have fun if they followed the rules.
Speaking afterwards, Tsui - a member of the pro-Beijing DAB party - said he was looking forward to meeting the district councillors.
