The ICAC on Wednesday said another four people had been arrested on suspicion of inciting others not to vote, or to cast blank ballots, in Sunday's Legco elections.
The three men and a woman, aged between 22 and 58, are accused of sharing an online post where the call was made.
All of the suspects were released on bail, pending further investigation.
The ICAC said it had seized several mobile phones and two computers during an operation.
The anti-graft body had already arrested six others on suspicion of the same offence.
