Justice Secretary Teresa Cheng on Sunday defended the government's ban on masks, saying its effect on people's rights was extremely limited.
Cheng said people can still wear masks during their daily lives.
She said police could ask people to take off their masks in public, but they could always put them on again after they'd been checked.
Cheng's comments come as professional lawyer and journalist groups have complained that the law has a chilling effect on participants in legal rallies and affects their jobs.
Hong Kong's last governor, Chris Patten, also said recently that the Chief Executive, Carrie Lam, "would have to be crazy" to have made her recent decisions on her own without being pressured into them.
Since the law came into effect earlier this month, it's triggered a series of protests, including on Saturday, when more than a hundred protesters gathered at New Town Plaza in Sha Tin to attend a "mask party".
