Police have arrested a 28-year-old man on suspicion of using a social media platform to conspire with or solicit people to murder police officers.
The force believes the man is behind a channel on the encrypted messaging app Telegram, which they said showed tutorials on how to make weapons, such as petrol bombs and home-made bombs.
Officers also said the channel incited people to damage government property, such as road barriers and traffic lights.
Two mobile phones and a computer were seized during the arrest.
Police said more people could be arrested. They have also removed the content of the channel, saying it incites hatred and violence.
