Activist Lester Shum said he has filed papers to seek permission from the courts to challenge the government over the use of emergency regulations to bring in anti-mask laws.
The former student leader said he and his legal team gave the papers before the court closed at 5pm.
In a social media message, Shum who played a key role in the 2014 Occupy protests, said he plans a judicial review over the government move to invoke the colonial era regulation.
He said under the Emergency Regulations Ordinance, the Chief Executive has the power to seize properties under emergency laws, and so people's personal safety and property would be under threat.
In the message that was posted even as Chief Executive Carrie Lam was addressing the media about the new law, Shum said his legal team was working to involve the courts.
