Lawmakers have voted down a motion of no confidence in the chief executive, Carrie Lam, over her proposal to amend the extradition law.
After six hours of debate, Wednesday's full meeting of Legislative Council voted by 40 to 23 against the motion, moved by the Democratic Party's Andrew Wan.
Mr Wan said the administration push to amend the extradition law by allowing the rendition of fugitives on an ad hoc basis to any jurisdiction would undermine the principle of "one country, two systems".
Critics say the bill would allow for Hong Kong people and foreigners visiting the city to be sent to the mainland, where their human rights could not be guaranteed.
