  • Kuk leader says villagers are under attack

Heung Yee Kuk chairman Kenneth Lau said on Thursday that indigenous villagers are facing “provocative attacks by people with ulterior motives”, pointing in particular to an upcoming court case over the right of male villagers to build their own houses.

The legal challenge was launched by "king of judicial reviews" Kwok Cheuk-kin, who argues that the small-house policy is unfair and unconstitutional.

Speaking at the Heung Yee Kuk’s spring reception, Lau said the case has caused "major fear" among indigenous people in the New Territories and has worsened a conflict between villagers and people living in urban areas.

Lau also accused the government of offering compensation for land resumption at rates far below market value.

He said villagers are questioning whether the authorities are using public interest as an excuse to erode their constitutional rights.
