A former civil servant known for bringing dozens of legal challenges against the government was fined HK$1,000 on Thursday for refusing to hand over his dog to the authorities for rabies checks following an alleged biting incident.

Kwok Cheuk-kin, dubbed by the media as the ‘king of judicial reviews’, pleaded guilty to failing to comply with the order issued by the Agriculture, Fisheries and Conservation Department in October last year.

The animal is said to have bitten and injured someone.

An Eastern Court magistrate hearing the case concluded that Kwok had deliberately ignored the rule of law by refusing to hand over his dog, in a case pertaining to public health.

However, the magistrate decided that a HK$1,000 fine was appropriate given Kwok’s guilty plea, and because he has now agreed to hand over his dog.

Kwok was declared bankrupt earlier this month over his failure to repay over $1.5 million in legal costs to the government over multiple failed judicial reviews he had mounted.

However, he had vowed to continue with his legal challenges, as it’s his constitutional right to do so.
